how am i supposed to perceive pic rel as bullish. why would an exchange sell at half the price?

either they have double the current supply they are showing and are attempting to adjust the books very rapidly. or they are trying to dump their bags very very very rapidly for something else. OR they are being pressed by someone or something to give up their holdings? perhaps this way that something or someone can buy it through the exchange via multiple addresses in attempt to mask the large transfer? OR im completely missing something. how is any of this a good thing. how is selling something at half price a good thing?
