No both can scale, I am specifically talking about composability, separate L2s can where as kda shards can't.
Also if you think having a centralized sequencer is bad you don't understand why L2s are valuable. You know how you need to get 100 nodes for a cosmos chain and it's still centralized and unsecure? L2s i.e. Roll-ups allow for a decentralized network while only running it on one sequencer, even if you think this is a bad idea, it's still better than the first setup.
