Contacted the seller, they said eBay handles checkout issues and brushed me off.
Had eBay call me to sort it out, they confirmed the problem was on their end but couldn't fix it and said it will potentially take days for their tech dept to figure it out. Suggested I ask the seller for an invoice.
Asked the seller for an invoice, so far no response but it is pretty late. Maybe they'll come though in the morning.

Yep that's just how it goes, I'm not too salty about $60. If I didn't already make the order I probably would have panic bought when it jumped slightly before falling even lower and been even worse off.
