It was a Great Leap Forward peasant pig iron joke. Mao wanted Iron production, and what better way to make Iron then using the Noble peasant to make some, like a good communist. So all these peasants are building backyard furnaces to make iron for the great leap forward, and if they don't make the quotas they'd be shot for being a Nationalist sympathizer or whatever. So in a panic these peasants do whatever they can to make those quotas, to include melting there farm equipment for scrap metal. This of course cause a massive famine since they couldn't really farm anymore, the insect population was exploding (Another funny story that) along with all the usual efficiencies of central planning meant that up to 60 million Chinese died of famine.
