I know that USDC was released by Circle, but what makes Circle print new coins?

I've noticed that there's a $1 million dollar buy wall on Coinbase Pro (ETH-USDC), and I wonder if buy walls in USDC pairs could be an indicator of institutional interest.

Also, notice how the supply of USDC has been increasing linearly on pic related. Does that represent institutional money getting into crypto?
