Inflate damage costs, repair the entire inside, increase rent by 20-25%, use the loss on taxes...make your 'losses' profitable by using the system already in place. And absolutely get better tenants next time around by being extremely selective.

My wife has been a property manager for 15 years and we own a couple rental properties. Unfortunately these things happen though, especially when you rent to people 'starting over' or 'just out of [rehab/prison/halfway house/etc].' Just takes time and experience to filter these 'gems' out.
