Ripple uses bots and wallets they control to dump on the market to keep the price down so that institutions and bigger players can load bags.
Ripple probably controls more like 80% of XRP (indirectly).
This is the same for all "crypto". Big players own 80%+ of BTC, ETH, ICP, etc.
