tl;dr--
Americans pay CGT on all PMs, ASE or other gov't or generic, legal tender/face value doesn't matter. However, it seems to be UP TO a max rate of 28%, not a flat 28%, depending on amount, other income/tax bracket, separate capital losses etc.
Bongs and euros OTOH apparently can avoid CGT/other taxes, by buying certain gov't coins.

I was apparently wrong about it being a flat 28% tax. You can pay a lower rate depending on your income/tax bracket, and also if you have capital LOSSES elsewhere that you keep track of and document. It seems I was right as far as it doesn't matter if it's ASEs or generic, coins and bullion are all considered collectibles by the IRS.
