1. watch a few of blender gurus videos to learn the shortcuts and the VERY basics of 3D
2. learn topology, there is so much to learn and it essensial dont think you can half ass it becasue everything is based on it
3. learn how to do UVs
4. learn how to texture paint in blender/substance painter or even photoshop
5. learn rigging
6. animating
7. shading
8. lighting
9. rendering
this will take you about 3 years at least

Let me tell you why that picture is fake, there is this program called Vroid and it basically makes the character that you see with the hair. The person did not do anywork even the clothing can be part of another plugin that turns a shape like box into what you see.

My best guess is that the person took 1 hour and typing many times in nobe blender plugin to get the look.

It's not about the software.
What you want is to be able to understand and reproduce that anime style in whatever medium you're using, be it traditional or digital.

Can you draw that anime girl in 2D, with pencil and paper, in many different poses and "camera angles"? When you can, you'll understand how to emulate the style. Then to make her in 3D you only need to know how to use the program, NOT how to create "anime-style girl". The software/medium isn't important, the art skills & critical eye are.

The solidify modifier is probably for the outlines. The two subsurf modifiers are to smooth the mesh and outlines without adding to much geometry.

I see! That's interesting, I've never actually touched shaders before and only do modelling, so that's really good to know. I really want to get into shaders now, just studying this file.
