Blender is pretty good to start.
But it depends on what you want to achieve.

Because there are several areas that surround 3DCG.

1. Modeling
2. Sculpting
3. Re-topology
4. UV maps and UV unwrapping
5. Texturing
6. Particles and hair
7. Rigging
8. Animation
9. Illumination
10. Post processing

A generalist knows on a surface level each of them.

But usually a CG artist is specialized in one or two.

I think the first step is to star modeling with low detail or what is known as "blocking"

If you mean 3D in general, watch some YouTube tutorials, all the beginner ones are pretty much equal because it's hard to screw up the basics, despite what this board will tell you.
If you mean low poly/retro style specifically, my advice is to go to www.models-resource.com, (there's probably better sites out there but I use this one) pick a console you had when you were 11-14, download a couple models, and start analyzing their topology and what kinds of details you should model and what kind are better to represent as textures.
