Look into After Effects or Fusion/Nuke. I personally recommend Nuke, it's better suited for CG work.

i'm not sure but i think you need to take a few pieces of paper, tape them together ( make sure to tape behind the paper as to not see the tape) and then drop some blue food dye or paint and hope for the best.

Might want to stitch another few layers on top of the paper to have a more thick surface to work with. After that print out the character like pic and tape it to the finish paper, take a photo and voila

Render it transparent.
Load it into gimp as layer, twice.
On the layer behind, the top layer yank up brightness and contrast until the picture is just white silhouettes
Use blur effect on the white silhouettes so that it gives the glow effect
Enable top layer with the original rendering to overlay the blurred silhouettes
