I Just tried to recreate a funko pop someone gave me, they all have this shape head. See pic related. Sorry if it looks like I tries to claim the design for myself

The eyes on the funko one look like cut off spheres where your one is flat. Ears are too sharp. Nose is too sharp. You dont have the wrinkles on the belly like the other one. Cape not thick enough and folds too uniform. Leak is too small and not colored right. Belt buckle doesnt look like the other one. Your boots are too tight to the legs and dont break away like the other one. In short copy what you see.

Take plane, model into shape, solidify, add subsurf for that "laffy taffy" look.
