I'll be a little pedantic here and clarify that it's not something inherent to HDR as it is to the was you have to tonally compress the image to make it viewable on a screen or suitable for print, after all the raw HDRIs we use for environment lighting don't have the issue since they're uncompressed. But since you're bringing lighter and darker tones closer together, the computer has to figure out a way to blend the range in-between via tone mapping, and certain algorithms produce the halos you see in the most hands-off and lazy methods. If the computer had a way to intelligently asses the content of the image and blend all the transitions perfectly, then you would never even know that it was shot through multiple exposures. More often than not that requires manually setting up blends in Photoshop, and ain't nobody got time fo' dat.
