The face looks okay for anime style. Usually it's the part most easy to screw it up. Although I'm not sure if the crosseye thing works as well as the 2D of it.

Other than that it looks nice. maybe make the jaw smaller though. I don't know if it's the shape or the greyness or the hair but it looks a tiny bit manly.

the eyes don't match the body type.
those type of eyes are generally accompanied with
an artistic expression with thicker volumes
(dragonball, dirty pair, ranma/2, i'm looking at you
the closer to actual human proportions should have eyes to match. Try looking at G Gundam, Yu-Gi-Oh!, or even one of the modern day anime like Parasyte the Maxim.

It just seems as if you have a general idea about anime and don't know where to sort particular styles of anime

Probably, the poly count of the sculpt is what takes up processing power, as long as your not doing ultra details requiring, like 5billion ply count, you'll be fine.

The neck is too thick, also, move the entire face down closer to the chin. You'll fine that face placement often either favors the high on masculine characters or low on feminine. This is a design trick of informally dividing your proportions.

I made some edits to the face in photoshop. try going for something like this. it's not great but you get the idea

smaller mouth
fuller cheeks
thinner neck
bigger pupils
bottom of the eye is flatter

I also made the but bigger but that was just for fun.

You're stuck between male and female. The body is female (but not anime), and the face is male for the shape, with eyes that are obviously western despite their size, this because of where you placed them (western eyes are more in the center). The chin is western and the shape of the face is male. The mouth is too large (especially for anime).
The ear too is off.

This just doesn't work. So well, I moved a few things with MSPaint so that you can see the difference.

If you really want to model anime-style, you should take your references from japanese artists. Pandora Box is good, but she never could totally grasp anime style. Maybe she doesn't want to, I don't know. But she isn't who you should follow.

No really. I use both max and maya like the autodesk shill that I am. But Maya has much better tools like skinning alghorythms, IK options and locator handles that make life much more easier for riggers.
