The money would go much farther upgrading your machine.

Focus on a good GPU, and any i7 is good enough. You'll want about 12GB RAM bare minimum, 16/18 or more would be better though. Get as much RAM on the GPU as you can.

Nah, a Cintiq is nice to draw on, but it won't make your art any better. Just pick up a refurb Medium Wacom/Bamboo. They have 1024 sensitivity levels these days so there more than good enough now.

Because the future is GPU accelerated raytracers. Most are these days And if you're fucking making game models, then you want a good GPU more than a CPU to push the game engine graphics. And a good viewport, like Maya's, runs faster the better the GPU you have, not CPU.
