I suppose your goal is to have something like this, you could:
Upscale the texture to get better details in the cloth
To make anime eyes instead of that (you can download them)
To use a flat shader, are you using Godot? here is a fucking tutorial

Avoid using lights at all, just use the raycast and a blob shadow
Finally you could paint the hair, try to ""polymodeling"" instead of just use an alpha looks weird
All this could take even less time
