The sculpting shit is done by a dude that focuses on sculpting tools. Him developing something doesn't impact development in another department. It's a separate dude for a separate thing. He's just chugging things out and everyone else is focusing on other things. So when you see a bunch of sculpting improvements/additions in a video like this, it's more that he finished off a bunch of tools and stuff fast, while devs worked on other things. Not that development as a whole was focused on sculpting tools. Dude just works fast.
