How do you make every pixel sample only once in a binary way like this? So you get that look like it's been drawn with a 100% hardness brush in a painting software.

I tried replicating the effect in stuff like Maya Hardware 2.0 renderer, but it softens the edges very noticeably on lower resolutions, even with AA turned off. It's like it's filtering the textures and the effect bleeds over onto the edges.

For better or worse, it comes across as 3D. Since he essentially just did a tracing job with colors, all the consistensies of the keyframe animation and volume of the mesh as things like legs and breasts make the transition between mediums unscathed. In my opinion, there's also too many frames of animation and again, they all have the same level of consistent quality, as the 3D mesh does.

It's hard to explain, but this is 2D in name only. It looks good but the most flattering thing you could say about it is that it looks like shading arcsys would make.
