It's not even noise. It's just a fine detail map. If you look closely, you can tell that they're supposed to be scales. The compression ruins the fuck out of the image either way though.

Yeah, it tends to be. You still have to render at a decently high number of samples to get a usable result, and you might as well not even use it if you have glass in your scene (something something cycles can't do caustics). It does help to cut down on render times by around a quarter to a half most of the time though.
