I'm talking about a skybox that actually emits light/lights the scene for you.
Standard in many 3D apps, and UE4 has it. I's pretty sure Cry engine has it.

I'm just wondering if unity has it in the free version, the pro version, or if it's only available via this plugin.

Unity's included shaders are very shitty. I don't think there is any included that supports IBL.
Writing one that does IBL is simple if you bother learning shaders, but otherwise you'd have to hunt one down
posted somewhere or purchase it.

Better than straight IBL are BRDF type shaders, here's a nice tutorial to get some nice effects going.

to answer if OP still is clueless, the current version of Unity 4.6 does not include image based lighting out of the box. Skyshop or similar plugin is required.

Shader is cheap and the result looks great, it allow you to customize light falloff per texel to emulate a wide range of materials.
