Ah, true. Sorry for not mentioning it earlier. We're looking at IV at the moment, but hell, if V is similar to IV as far as modding goes (remember how hard IV was to crack?), we might switch the map over to V.

True. Here's your answers to your questions:
*GTA 4, maybe GTA 5 if it's as easy to crack as 4, but at the current moment, it's for 4
*I need the map done first. Without flipping out with detail, it's basically a medium-sized town in the Alleghenies with a large forest surrounding it.
*I've planned it before, reckon about a year ago, but it failed due to the fact that I didn't know how to model at the time, there were too little people working on the mod (I think about 2 or 3 total), and the map was too big
*None, but many loved the idea until the end (don't think the fact that people like the idea matters, or does it? I don't know)
*At the moment, I'm working on an infodump to keep all the locations, etc. in order, rather than being disorganized. Unfortuantley, unlike the previous mod, the infodump link is available only to those in the project
*At the current moment (6/14/13), I've got a co-writer for the plot who also knows C++ scripting (the plot isn't being worked on at the moment, although characters have been planned out), and a serbian character modeller who's learning how to make structures.
*I'm learning 3d modelling (so far, I can just make a really basic house-shaped block, which could be used for an in-mod model train set). I'm eager to learn though, and I'm taking a class in modelling at my high school next year as a senior elective. But as far as my current skills go in 3Dsmax, I can only do a basic house shaped block.
