For toon hair I use the muscle tool #2 in 3DCoat to sculpt my hair.

Realistic hair I make in Marvelous designer or if it's just background shit, Hair Shop.

I usually just sculpt hair with the muscle #2 tool in 3Dcoat, because I'm human garbage.

In 3DCoat I use the Muscle 2 tool and just lay down thin muscles along the lines the hair would follow.
