Well, technical artist is still "not a programmer" so there you go. I suppose you'll need to know how Marmoset, Substance Designer, and Photoshop that's it. Maybe some MEL to make cute UI's in Maya and some MAXscript to make some artsy uis in MAX.

Maybe you can brush up on how blend shapes work at a somewhat low level.
